RAM timing?

It's the smallest number of clocks the CAS, tRC, tRP and tRAS are rated to run at. Smaller numbers for the timings mean it is faster.

So, what would be the best timing for memory? what do you mean smaller the better, is it 5-5-5-15?

It's relative to the memory speed. When comparing memory of the same speed (i.e. DDR2 800), the lower the latency the better. However with lower latencies come higher priced memory (generally).

So for instance, if you had a choice between two different memory modules, both of which are DDR2 800 but one has timings of 5-5-5-15 and the other had timings of 4-4-4-12, the CL4 module would be the best choice for performance.

However just to complicate things for you, if you had a choice between DDR2 667 4-4-4-12 and DDR2 800 5-5-5-15, in this case the DDR2 800 CL5 would be the best choice.
