The first on is but you can't just add them up. Your timings are the latencies of the ram, so the lower latency the better the performance, for the most part the lowest you can get is 2-2-2-5 with some ram being able to run at 3-3-3-1, except really the only place that you will notice a difference is in benchmarks and high end games that are pretty much maxing out your ram, other then that in real life applications the difference will pretty much not be noticable.
