RAM Upgrade

Hi! I've got a system right here with a Core 2 Duo running at 2.00 GHz, 1 GB of RAM and a Radeon x1300 graphics card and Windows Vista Home Basic. Everytime when I decrease the paging file and restart, it still goes back up. Could this be a RAM problem? Do I really need to upgrade the RAM?
 
Are you clicking the "set" and "apply" buttons when going to use the custom option or simply leaving it as is with the "automatically manage paging file size for all drives" box still checked off? Make sure to click the set button on that screen and then the apply button on the next as you close the paging file screen followed by the apply button in the performance>advanced tab before closing that window first.
 
That's why the default size is seen upon each startup. You have to clcik on the set button to designate the custom size of the paging file while in that window once you have entered that information. When closing that small screen remember to click the apply button on the next to make that a confirmed change in settings there.
