I appreciate any thoughts on upgrading my ram. I just bought a refurbished Dell OptiPlex 755 sff. It's a dual channel, 1333mhz, 64 bit. It has 4 slots. My biggest question is when I upgrade the ram, should I get 667 or 800mhz? Should I spend the extra $ for the 800? How much faster would it really be? I'm not a gamer--just Internet, email, and some simple business stuff. I have read that if all 4 slots are filled, the ram will only run at 667?

The problem you have is that DDR2 memory is expensive as its old technology now. You should be fine with 2x2gb sticks which you can get somewhat decent priced.
