Random Text Box Just Appearing On Desktop???

I have three computers in my house, all running Vista, all on the same network. I have recently had Verizon FiOS put, although I'm not sure if this is the cause or not. On two of the computers, about once a day, this random text box will pop up on the desktop. All it looks like is a small, blank internet browser window. It gives the current date at the top, but says nothing else. I have run through scans on both computer with Webroot Spysweeper w/ Antivrus, which I have found to be a great program for rooting out malicious software, but it finds nothing.

I just can't figure out what this random window is. Also, you can't "x" it out. Only way to get rid of it is to open Task Manager and manually end the task. I have posted a screen shot of it. It seems these computers started doing this after I got FiOS installed, but i'm not positive. What could it be?

I am almost positive the process is literally called, "Friday, April, 17 2009 6:22:03 PM", which is what it says at the top of the window. I have looked at the process so many times and I still can't remember for sure the exact name. Once it happens again, I'll take notice of the name.
 
Well yes. The laptop this is happening too is an HP and this desktop is a compaq. The machine i built does not have this problem. is this some weird HP thing??
 
For what itis worth, when my HP laptop had vista I never received this box, I am running FIOS at the house. Also my neibor has Fios and when I go to his network never happened either.

Ive been running Vista on my hp for about a year and a half no problems with this.

Edit: Who uses Manufacture programs anyways? I remove any traces of Manufacture programs as soon as get new pc's. They are all junk and bloatware anyway.
