RE-formating an external hardrive

Question: How do I re-format my HP external hard drive?

Background context: My old windows 7 HP computer had stopped working and wasn't worth repairing, and so I took it to a computer place where they removed the 1 Terabyte hard drive and put it in a house for cheap. I got all my files that I wanted now off of that hard drive. I want to know now how to reformat the external hard drive so that it is clear, and faster. Then I will load on all my current files and use it as a backup. I was told that there is a way to do this, but no (that I have talked to) seems to know how.

Anyone have any clue how to reformat an external hard drive?
 
Use disk management. Delete existing partitions and then either keep it one big one or create multiple partitions.
 
Could you expand farther on how to do that or provide a link that would show how? I have never re-formated anything before. By partitions are you meaning files or does that mean something else?
