Really hot ATI HD 4650

i have a radeon hd 4650. there is a massive heasink and fan on one side of the card. i felt the other side of the card to see if it was hot there and it wasn't. the reason for the check is because my GeForce FX5500 that was replaced got pretty warm on the opposite side of the heatsink. any how. this new card has a chip away from the heatsink on the opposite side. it looks like a small processor but its "bump" is small and not centered. this thing burned me. should i put some kind of heat sink on there too? if need be i can post a pic.
 
post a pic and circle the chip that burned you in paint!

i have no idea but it will give people more of an idea what the chip is

I thought about using a ramsink on there to keep it from touching all the little circuits.
