Alright well I have a desktop computer which i recently put 64 bit vista on to accommodate the 5 gigs of ram I have in it. So this new video card the, Nvidia 9800GTX+ i installed along with the new power supply which is 750 watts i'm getting around 20-21 fps in World of Warcraft when i was before getting higher with my 8500 GT, (nvidia) I have the newest drivers for the video card. Can anyone tell me possible reasons why i have such low fps?
Specs

AMD Phenom Quad Core 2.2 Ghz
750 Watt PSU
EVGA nvidia 9800GTX+
5 Gigs of DDR2 Ram
Vista 64 Bit Ultimate

Thanks!

Sorry, not really sure on this one.

Was it working fine using the 9800GTX+ before you installed 64 bit. If so, the OS is your problem. You may also have accidentally downloaded the 32 bit drivers (sometimes they work, but badly).

I redownloaded all the drivers for it, the 64 bit ones from the site specifically.
Also I got the video card as I upgraded to 64 bit

Not really sure then. Maybe it's just the compatibility of the game with the OS. Several programs have issues running on 64 bit. Maybe it's just better to have 3gb right now. I have 2 pc's specifically because of that (actually, I have 6, but you know what I mean :))

Before you play games, open up task manager and let that run in the background while you play a game. After you play the game for a bit, press Alt+Tab and return to the desktop. Check the cpu usage on the task manager and make sure all 4 cores are being used, let me know.
