Reboot loop

I have a dell Inspirion 17 that is constantly rebooting. A screen pops up that states that Windows is updating at 64% and not to turn off the computer, then it reboots. From my research appears to be a software issue. At this point, I just want to do a factory reset. I pressed F10 and I have repeatedly press the power button but I have not gotten the dell assistant window. Any suggestions?
 
Having a, very, quick look around the internet it seems that getting to a repair point with that computer is a bit hit and miss. I have read various keys to press but the most prevalent key in what I have read seems to be F8. I do not know what OS you have on that machine, again it seems, mostly, to have Windows 8 or 8.1. I think, as long as you have everything backed up I would put Windows 10 on it. You can download the ISO from here. https://www.microsoft.com/en-gb/software-download/windows10 You will need a, minimum, 4 Gb USB pendrive to make the install media. Obviously if your computer wont boot into Windows you will not be able to do all this on that machine but the fact that you have posted on here makes me think you have access to another computer.
 
Thank you for the help. I actually have been pressing F8 and F12 buttons, but it is not working. I will take your suggestion for the download.
