recover console

I am running windows xp home,
my computer is running poorly, delay in opening programs and internet,
i installed recovery console, and it says to activate it from the startup menu.??
I CANT FIND IT
anyone please help.

The startup menu is referring to the pre-boot multi-boot menu. Reboot windows and you should see it.
