recover deleted files?

I have seen on many websites software that can recover deleted files.
If this is so wouldn't this mean that when i delete something i am doing nothing more than moving it to a different location where i can no longer acess it.
If that is the case what is the point of deleting in the first place?
or maybe it just shrinks it and puts it away, but then why do we not shrink all of our files so we have more space?

could somebody please clear this up for me?
 
What you know as the recycle bin is actually a specified temporary folder. Recovery tools loccate all traces of a file after the recycle bin is emptied so long as the drive doesn't see "zero filling" referring to turning all portions of a drive into binary zreos rather the the combinations "1"s and "0"s called data.

Recovery tools found free on various sites as well as retail will only be able to go so far depending on the condition of the drive involved. Otherwise there are professional services used for seeing lost data recovered. The recycle bin itself is more like a zip file since files put there are somewhat compressed to save on drive space.
