Recycle Bin

It's probably hidden.

Go to tools, folder options, and view in My Computer. Check "display hidden files and folders" Then you should see it in the C drive.
 
right tlick on the desktop and choose show desktop icons/items.

or open my computer in windows explorer hit the up one level.

When you say searched do you mean you typed in "recycling Bin" in the windows search, or do you mean you searched on your own? I had a similar issue a few years ago, but it was my IE, RB, Calculator and a few others that were gone. It turns out it was a virus that deleted them. Have you tried to run anti virus?
