Refresh rate

Higher refresh rates are easier on the eyes. Use as high a refresh rate as your monitor/computer/videocard will support.
 
Vertical Refresh or Refresh Rate in interlaced* mode this is the number of fields written to the screen every second. In non-interlaced mode it is the number of frames (complete pictures) written to the screen every second. Higher frequencies reduce flicker, because they light the pixels more frequently, reducing the dimming that causes flicker. :)
 
so if i increase the refresh rate, would it decrease the FPS of a game, but the pictures would be clearer?
 
no, increasing your monitors refresh rate will not delay your computer or take up system resources at all. refresh rate only has to do with how hard your monitor works. its like how many frames per second your monitor will show, if you had your video card running at 70fps and your monitor is going on 66hz you would only see 66 fps

o, i c, but how do i find out my highest refresh rate which my monitor/cmop/videocard will support???

Right-click the desktop and look under Properties---Settings---Advanced. There should be a tab in there that lets you choose the refresh rate of the monitor. Windows XP should only show the refresh rates that your monitor will support safely.
 
i just got my samsung 793MB monitor back (THANK GOD! i was using an old crappy one) and I can set it up to 120hz
