Registry editing has been disable by your admin

Hello all,
I need help. I have users who are using two applications, which are using different Regional settings - Decimal Symbol. One is using ". sting", and another one ", comma".

User are not want to all the time changing settings by the longest way like: Control Panel - Regional Settings - etc..
So, I have create a two .reg files, which is going to change settings quickly, just 3 clicks.

But, when users want to use .reg file they get a message "registry editing hase been disable by your administrator".

I have checked Regedit, and also Group Policy. Changed every possible permissions, and other but still without success.

Please help, suggest what can I do.

Do the users that you wish to have running the registry changes actually have Administrator privileges?

It isn't that much of a hassle to change this kind of a setting the normal way, is it? 3 clicks isn't that time consuming. You need to do at least three clicks to run the registry change anyway - double-click to open the .reg file, single click to confirm change (more if you are under Vista/7 with the UAC active). :)
 
Give them admin rights if you must have them changing registry settings. You may as well grant them access to the whole machine if you are going to allow those users to change registry settings. Granted, this is not recommended. The user is better off making the change through the control panel (especially without admin rights).
