Reinstally windows 7 on a separate drive from programs

My buddy has a SSD that the put windows 7 on, and his programs are on his old HDD. He needs to reinstall windows, but he doesn't want to redo all of his games and such. I've heard there is an application that will redo all of the directories for the programs so he won't have to reinstall all of them, but I can't find it.

Does anyone know what it's called and where I can get it?
 
Most programs require registry entries that make the game work correctly, and you can only recreate those registry entries by reinstalling the game.
