I heard off a friend about a program that you can open up and affect someone elses computer on the network. ie, open the cd drive, shutdown the computer etc. What is the program and how do you do it. Thanks!

there are many programs for this issue ... but it's not like that
u have to setup a server (as some programs call it) or a host on the remote computer to receive connections from ur computer and then control it...
a good program for this is "Net Control 2" and "Remote Administrator v2.2"
and u can control a pc in ur LAN simply with silly NetMeeting ...and all of this is with the knowledge of the remoter computer user

With Remote Desktop you can log on to another computer and use it as you were sitting there. But the person on the other end wont see what you are doing. With Remote Assistance you can take over another comptuter and the person can watch and interact but has to give you permission to do so.
