Remote Configuration

Hello everyone! Me and my friend are trying something (mostly for the learning experience, but a little to help him too). I'm am trying to configure (my router) at his house remotely, over the internet. I know the WAN IP address, but I can't get the configuration thing to open when I try to browse to that IP address. Instead, it says waiting for a little while then gives me a blank white page. I know the default password, and I know it works because he can get into the router setup from his house using the LAN IP address. The router is a D-link D-624.
I guess my question is: Can I set the router up remotely, and if so, what am I doing wrong?
 
You want his WAN IP address not his internal. Not sure if you can telnet into a router through an external IP. It is worth a shot, and only if the router allows for remote administration.
