Repairing Windows XP

I'm trying to repair it, and I have put in the set-up for the CD-Rom to load first, but it doesn't. It goes straight to Windows and fails to boot. Any ideas?
 
Make sure the CD drive is detected in your BIOS. And if it is, just boot into the selected boot devices
(by pressing either ESC or DEL, not sure on your bios) And then select your cd drive
 
-Make sure the cables are seated properly
-Try a different drive
-Use temporary boot device selection and select CD/DVD Drive
