replaced psu, now psu wont start

hello everyone--this is my first post. just replaced my antec basiq 480 with an antec basic 500. 500 won't start, although i can short the green wire in the 20 pin connector to a black and the unit will start. i also noticed a big difference between the 480 and the 500--the 500 has no 3 pin fan connectors. this may be an issue as some units wont power on without a fan. i am using an abit ic7 max with an intel pentium 4 3.2g and 1 g of ddr4 ram. any suggestions will be greatly appreciated as i don't want to lose this motherboard although i suspect it is fried. thanks in advance everyone.
 
Any particular reason you went from a 480 to a 500 watt psu? And fans don't have to be attached to the psu, they can attach to the motherboard fan headers. If the 480 works and the 500 doesn't then I suspect the 500 is faulty.

about 10 days ago the psu started to power up but not show anything on the monitor and the monitor would fail to come on. i didn't suspect this as a sign of psu failure--but that's on me. this continued off and on until the psu refused to start up at all. tried shorting the 20 pin green to a black--no response. removed psu and took to staples for testing-the verdict was DOA. ordered closest wattage antec--500u. installed everything--wont power up. tried removing the front power switch leads and shorting the pins on the motherboard-no response. tried shorting the 20 pin green to a black--psu started. i think the motherboard is fried--i hope not. i apologize if my initial post was vague. system info--abit ic7 max-intel p4 3.2-1g ddr 4. thanks in advance
 
You tried a lot, but you should try to use a simple psu and attach that to your system, to see if something else isn't broken too.
