can't seem to reach the 2x mark

highest is like 1280x1024 or something lik that

should be able to get 1600x1200

It's both but with dual 400MHz RAMDACs on most if not all video cards now, its generally the monitor that is the limiting factor

Yeah generally the RAMDACs effect the refresh rate you can run at a resolution rather than the resolution directly
