Restart Problem/No Sound

I recently built a computer. Everytime I restart, it freezes. I'm not sure if it is not shutting down totally or not booting back up. I can shutdown with no problem but if I try to start it back up again too soon it will freeze.
I never do see the Windows screen. It is a black screen.
Also, I am not able to get the sound to work (out of the rear speaker port). Although, it will work out of the front panel port. I have checked the drivers and they all seem to be functioning properly in the Device Manager.

is your sound card part of the motherboard or is it a pci card. One thing you might try to do is update your drivers and check your conections.
 
Restart Problem

Actually, I just figured out the sound problem. I had the front panel speaker port hooked up incorrectly to the motherboard. Jumpers were not set correctly.

I am still having the restart problem. I reinstalled Windows XP Pro. This is the second XP Pro disk I have tried - same problem. I don't think it is a Windows problem. While installing Windows, the program calls for a reboot and it freezes. It seems to shut down properly (during reboot) but it will not continue. The lights on the keyboard don't flash (like they do when booting up) and there is no sound made. I swapped out the power supply with a 400W working supply and it didn't make a difference. Changed the memory, same thing. I have booted up in safe mode and then tried to reboot, same thing. I have turned off all accessories (ex. cd drives, floppy, etc.) and tried to reboot, same thing. The only thing I can think of is that it is a problem in the bios or the motherboard.

What do you think?
