hi everybody! i have a packard bell desk top pc and would like to do a factory restore as i am giving it to my mum as a gift.
My serial number is 024000520109
My model is I MEDIA 5061
any help appreciated

I haven't seen a Packard Model in years! But the first thing you may want to do there is reformat the drive if you have a recovery disk that will reinstall Windows not just repair it. That would totally clean off any data and programs installed as well as a clean install of Windows to work with.

You will need to download and install any updates for video and sound from the Packard Bell support link. The product information on that model is seen at http://support.packardbell.com/uk/item/index.php?pn=P660400401&g=1400 The actual place to write your serial number in is at the personalized support page prompt seen at the support page here in order to download any updates if you do decide to clean the drive totally and reinstall Windows. http://support.packardbell.com/uk/
 
You could make a msdos boot disk then put delpart.exe on it (you can get it if you search on google) then open that delete the partition then re format it through the setup of your OS.

For one that style case seems to lack a floppy drive to start with ruling that out. Besides the Windows installer itself there far better drive partitioning tools available that either run on a different drive in Windows or simply boot from a cd. Western Digital, Seagate, and Maxtor each have their own drive tools that run from a boot floppy while partitioning tools like GParted will create various types of new partitions as well as removing them. But on a prebuilt system the hidden recovery partition is a consideration since that generally holds the drivers and some softwares that system came with.
