Rig getting really low fps for some reason

I have no idea why, but I get extremely low fps in games like bf4 and crysis 3. The game runs fine when I'm not in combat, but when I start seeing other people and stuff starts happening, my fps drops all the way down to 40 or so, even on low settings. Here's my rig:
i5 3570
MSI R9 280x
ASRock B75m R2.0
TR-600w PSU
Seagate 1TB and Corsair 120gb SSD
I'm running catalyst 14.9 and Mantle just multiplies the problem. OCing my gpu doesn't help and I can't OC my cpu because it's not the "k" version. Again I can get 80fps on ultra settings right up until I get into combat and then it just drops like a rock.
 
I believe that psu has 2-12 volt rails Which would mean your card isn't getting the power it needs to perform correctly. 600 watts is minimum for your card so I would get something like this.

Can you verify how many 12 volt rails your unit has?
Yes it is a dual 12v rail psu. Thanks for pointing that out and I'll look into that, but I don't think that I would see these issues if this was the problem, especially since this just started happening recently. I put this post under desktops because I was more thinking that is was more of a cpu/mobo problem since my mobo's a bit cheap and could be causing problems.
 
It could be a Psu issue, download a Gpu monitor software. It will tell you if its allowing full Gpu power usage. If not it will hover at around 30-40% and will give these symptoms.

John is correct. That PSU has a 23A and a 20A 12V rail. The 23A rail is what is available to the GPU and everything else except the CPU (ATX design standard).

23A is 276W, derated to say approximately 200W under load and heat etc. That is borderline as the card by itself will draw anything between 200 and 260W.

So yes, I would recommend a better PSU, say a Corsair 750W.

That is required, but may not fix your problem. Going into battle and getting low fps is usually a CPU dependant concern. Try turning down settings.
