Rogue CPU fan

just bought a new computer, when i booted it up it made a beeping noise and in the pre bios message where it displayes RAM info etc it said;
CPU Fan Error!
Press F1 To Resume
on closer inspection i booted up the pc again with the side of the case off and lo and behole the fan makes a small movement then stops and doesnt work. is it a faulty fan or the power supply or am i missing somehing obvious here? any help much appreciated
 
i dont think the fan is the one that came with the processor, its a thermaltake and the processor is an Intel 3.00gHz, so im unsure if thats the fan that comes with it :/
