Run As Administrator (Windows)

When you right-click any executable or shortcut to an executable in Windows, one of the options is "Run as...". Whenever try to run as Administrator, I am given this error.
Unable to log on:

Logon failure: user account restriction. Possible reasons are blank passwords not allowed, logon hour restrictions, or a policy restriction has been enforced.
How can I run a program as Administrator? I do have a password on the account, and I'm entering it correctly. Administrator is set to show up on the user account list (I use the welcome screen, but it only shows in safe mode). I have tried the command line but I get the same dialog box. I'm not on a domain or a network, so there's no group policy issues. Is there something I have to change, or is it just built-in to Windows that you can run something as Administrator?

well i spose all you will have to do is make an acount as computer administrator and do what ever you wanted to do in that account, make it so you can see and login to the admin account on the logon screen
 
I'm sorry, I may have worded that badly. I want to be able to run it as the actual built-in Windows account called Administrator.
