i am having problems with a couple of programs that connect to the internet like limewire,steam,frost wire and maybe some others that i dont know about, they all fail to start. I have checked in the firewall exceptions and they are all allowed to connect to the internet. What should i do?

Your don't connect through a proxy? Check you IE settings.
