I dont understand what your asking?
Why dont you try plugging it into the TV and finding out for yourself? :D

I hear aliens are kidnapping red neck in Montana and probing their asses, but that don't make it true. I'm really not sure what your question is you say you can make a connection, then your asking why some people can't?

Make sure your TV is hooked up to Labtop then go to NVIDIA Controll panel-> Set up Multiple displays->Select the display you would like to use(If it doesn't show it click "My display isn't shown on the list" ) and if you want to use both screens click on clone view, then hit apply and it should work

Does you cable actually fit into both your laptop and TV?

There are different types of S-Video.
You have 4-pin, 7-pin and 9-pin.
Your cable may be a different pin to your Laptop's onboard socket.
Heres what fits into what:
4-pin plugs can go into 4 and 7 pin sockets, but NOT 9.
7-pin plugs can only go into 7 Pin sockets, NOT 4 or 9.
9-pin plugs can go into 7 and 9 pin sockets, NOT 4.
