How come when you are doing diagnostic stuff on the computer, it sometimes asks to put the computer in safe mode, How Come? Do virus scanners pick up more results or something?

Because alot of times spyware and stuff wont be loading and running in the backround so they cant eb deleted in regular mode beuse they are being used, in safe they are less likly to be running so they arn't ebing sued thus being able to delete.
