I have a usb modem "Sagem Fast 800",my internet speed is 512kbps, however when I download files,the maximum transfer rate is 24KB/s.I contact the ISP and told me that everything is allright.So what is the problem and how can I fix it.

That is pretty low, but that may be because of where you are downloading from or what kind of connection speed you are actually getting.

If you were able to download at the max possible speed for your connection, it would be 64KBps.

512Kbps / 8 = 64KBps
