same HDDs with slight different sympton

I've installed two HDDs, they are both seagate and 2TB each, both are 3.5 inch economic HDDs for storage. They were both bought at around the same time but in different retails. Both retails are with high reputation and could be trusted 100%.

One of the HDDs recently gives a strange noise every time when I try to access it, the noise is low , short and only lasts for a few seconds. It only happens when the files/folders on that HDDs are not accessed for some time. But I don't feel comfortable with the noise, it is low and short though

Such phenomenon doesn't happen to another HDD which is also a Seagte 2TB internal HDD.

Otherwise than the noise, the HDD works fine. Is the noise a warning of possible problem from the HDD?
 
Run seatools on the drive that is making a noise. Run the full scan. Can you record the sound and share it somewhere and give us the link to it?

I have tested with HD Tune Pro (trial version). The "Health status" of all the disks are "OK"

is it safe to say there shouldn't be any problems
 
Is it a crackling noise or more of a humming sound? How loud? If its a low humming noise, its probably just alittle louder then the other drive when it spinning up. When not in use after a period of time, Windows will power down the drive/s.
