same ip address for different location

Hi guys,

I don't understand this one.

A few friends and I have the same isp and when I look up the ip address using the internet, doesn't matter where i am it always shows the same ip 206.48.0.60 when i look up the address using ipconfig or the dsl status, the address is different.

This is a problem for me as I can't use a few software like remote administrator (radmin) or ftp server (filezilla), even when i use a p2p, it shows my computer firewalled but it is not. Seems I cannot reach my computer from another location. (No firewall or router online)

When I use my computer to reach another that does not use the same isp, there is no problem but it does not work the other way around.

What can I do? beside changing isp.

I know there must be a way, as some software work great both ways (msn messenger, skype etc...)
 
Thank you cromewell, but I tried that already and the no-ip recognize this same address 206.48.0.60 which it obviously not the address of my computer.
 
I am suppose to have an dynamic ip.
It changes from time to time when I look it up with ipconfig or the dsl status.
 
Right now, I am only getting one ip address with ipconfig /all it is 10.22.4.194
By the maybe it is not relevant but my dns server is 206.48.0.10 look like the ip address I get from the internet (206.48.0.60)
