Scan to PDF

The problem with scanning is the data is saved as a bitmap rather than a text file. There's really no point to save a scan as a PDF as it's really only an image embedded in another file (IE no search features would work, larger file size, etc...)

Now, you could look around for some nice OCR software which takes a scanned image and attempts to convert it to text. However, they usually aren't the most accurate and some nicer ones can be pricy.

As for basic PDF software, I know Open Office is free and has an option to export your documents to PDF. You could even take your scanned images, place them into the document, then export if you'd like...but again, it'd simply be embedded images, not actual text...
 
I don't see why an image wouldn't print out right... You could just as easily save it as an 8x10 at 300dpi and it'd be no different than scanning and printing it on your computer. Or, as I said, if you imported images into a document and saved it, you'd still essentially be viewing/printing images.
