Screen Tearing everywhere

I have screen tearing almost all the time regardless of what I'm doing, it's prevalent during web browsing & especially if I scroll through the page quickly also whilst watching videos & it's particularly nasty when I'm gaming so much so that I can't stand it for more than a few minutes before I quit whatever I'm playing.

Don't know if it makes a difference, but I am screen mirroring to my TV.

Windows 7 x64 Ultimate
i7 920 (DO) @ 4.20GHz
EVGA GTX 670 Superclocked 4GB
8Gb DDR3
1920x1200 (but running at 1920x1080.. TV res)

Any help would be much appreciated

your TV is probably outputting at 30FPS. Turn v-sync on.

Turns out the screen mirroring was causing it.. unplugged the HDMI from my GPU & hey presto! no more tearing.
Any ideas how I might go about fixing it? if of course it can be fixed (without connecting/removing the HDMI continuously) The v-sync was already enabled.
