screensaver doesn't activate?

on my desktop, for some reason my screensaver isn't activating when it should. i have it set to 30 minutes but i've never seen it come on, even when i go to sleep and wake up hours later. i've tried to set it for one minute and it came on after a minute, so i think some program or whatever is refreshing something and stealing my mouse focus at an interval 1>x>30 minutes. how can i find out what's doing this?

It's power saving options, you need to set them to "maximum performance" otherwise it turns off the monitor, hard disks and such... they are all set to maximum power savings by default.
 
when i go to sleep, i turn on some random tv show i downloaded using gom player. i know the screensaver does not activate while it's playing, but when the show is over it should start the countdown. i have just recently built this new computer, but in my old computer it would always come on 30 min after gom player had stopped running.

now just as a test, i closed down all my primary programs before sleeping last night and only stuff like nod32, ultramon, logitech mouse, saitek keyboard was running on that little area next to the clock (forget what that's called). i'm sure other things were running in the background but i'm not sure. screensaver still didn't kick on

i already use maximum performance. the only thing that slows down is hard disk after 20 min or so, but i don't think that has to do with screen savers
 
You might have some background process running that is stopping the screen saver from running.
 
Set the POWER SCHEME to ALWAYS ON.Also set the TURN OFF MONITOR , TURN OFF HARD DISKS , SYSTEM STANDBY and SYSTEM HIBERNATES to NEVER.
