Scroll on side of screen

a guy a from school i knoew set up his desktop screen so that u don't see his icons but when move your mouse to the left side of the screen a scroll of icons moved out from the side of the screen than all he did was move his mouse up and down to scroll through the list can anyone tell me how to do this?

If it's windows he was on, he just uses some third party software to make that dock. Google windows dock should net some results like this list:
