Second HDD Problems

So I built a computer over the summer for a new school computer. (My HP tablet needed replacing.) The specs, mostly, for the computer are in the signature. I accidentally ordered the HDD twice, foolish me. So I figured ok well I'll just make it a slave and have more storage space. I am running Vista Ultimate x64. For some reason, I can't use that second drive. I checked BIOS, and it finds it and has it as a slave and active. I checked the device manager and it finds it, but the rest of Windows does not... I can't format from the device manager, but it does see it. So everything should be connected properly, right?

On a SATA drive you should not have to set these to master slave via the jumper. If you have then remove then set bios to which hardrive you want to boot from then it should be good.
 
You need to go into disk management, create partitions, then format it, then windows will see it.
