Secondary monitor can handle higher res and refresh rate?

Hey guys, ever since I reformatted and re-installed video card drivers I've been having really low frames per second. I also remember having a higher hz rate then I do now(60 hz currently) and a higher max resolution(1600x1200 currently).

Well I looked at my monitor settings and for some reason the secondary display can go as high as it could before the reformat, but the problem is I can't get it to set to default. Anytime I click on "Extend my Windows desktop onto this monitor" then click on "Use this device as the primary monitor" and click apply and ok it changes back to default... here's pictures:

Can anyone tell me what's going on here? Thanks.
 
Try finding drivers for your monitors. Though they don't require drivers, it should help the computer relize what res you can use. That, or try installing the monitor as a plug and play monitor rather than just default monitor.
