Have you looked at the jumper settings on the rear of drive's casings to see what thet are set at? Most drives are shipped with the jumper set on the cable select or master if optical. If you don't have a bad cable make sure you set the plastic jumper to the SL or SA position there if you find it was on one the others.
Right near where the cable plugs in at the rear of a hard drive or cd/dvd drive you will notice a small plastic cap covering two small metal pins. On the case itself there should be three pairs of letters or characters. Two will be above the plastic cap which the jumper itself. If that is on the wrong pair of pins your drive will not be available and readable. Since you already tried a replacement cable the jumper has to be moved over to another pair of pins to see if the drive is then seen by the board.
