Security question

Recently, a friend asked if I had any type of Windows 10 spyware blocker installed, and if not, I should look into it. He claimed "the new operating system has been designed to collect your personal data and track your usage, then send all this information back to Microsoft by default." He also said that once he installed a spyware blocker program, his PC ran quite a bit faster.

I'm not sure if I should start making my aluminum foil hat NOW, or if this is just Joe Hardy and his electric paranoia speaking.
