sending text mesage to an IP

Is it possible to send text message to IP on Internet? Like: Hi!
Or is it impossible because privacy? And if, how?

I guess its not impossible. But maybe u need to hack the destination computer. ;)
 
I don’t want to hack someone. My wish is to send a short text message to someone when I have only his/her IP. Maybe is some app witch can do that. NetMessenger or something else. I don't know.

Maybe this is stupidity and I should interest in something useful.
 
well, it depends wether the IP is on the internet or the IP is in your local network. Local network is easy, hundreds of apps to do it, but i dont think its possible to send a message to an IP without the IP having an app ther to recieve it and display the mesage, the closest that comes to that is the Messenger service, open up a command prompt and type in net send, see what happens
