serious computer help

when i open my computer the processor fan spins but the power supply fan doesn.t and i don't see it loading windows xp in the monitor i fact the monitor turns from green to yellow i just recently physically opened it and may have static discharged it so can any1 help me how to fix this? should i buy a new power supply?

Do you know that it is very dangerous to open a CRT monitor? You could kill yourself on the capacitors.

i mislead u i meant i opened the the compter case not the monitor

either way you shouldn't continue using the power supply without a fan.
