Very quick question, as I cannot find anything on Google to answer this ...

Does rebooting a PC restart its services?

For windows, it depends on the startup type. To answer your question, any service set to Automatic or Delayed start will run when windows starts.

You can check this via msconfig or services.msc (the latter provides more functionality)

I just replied to your other thread. Both of your questions lead me to believe that you were infected recently and now you are having problems with your pc working correctly. Can you elaborate on your exact issue? There is a program that will set all windows services back to default settings.
