Setting Restrictions on Limited Accounts?

I would like to set a restriction on the Internet, multimedia, the Control Panel, and Downloads. How do I do this on Vista Business? Secretaries really do like to mess with everything.
 
You are going to have to go through the user accounts section of the control panel to make changes on permissions granted for each account. The description lacks at this time since Vista is still under review here. The MSTechnet article seen at http://technet.microsoft.com/en-us/windowsvista/aa906021.aspx will go into detail on setting up user accounts and setting the permissions for allow, limited, or denied access.
 
How would I do this with XP Pro? I need some type of clarity, that technet article was so friggin confusing. The secretary wont take a hint, I need to just board it up. UGHH, I had to remove so much quicktime and trial games today it was pitiful.
 
One other way is to delete "all" offline content including the user name and password for the ISP account. Anytime you try to go online you will need to re-enter the default information provided by the ISP. Another way is to move the Administrator's account into a user group that requires it's own password. The tool they show at PCmag(first one) was the Microsoft Shared Computer Toolkit, and it looks like it is what I need. Now I just need to wait 'til this summer, build that new PC for the biz and set me as admin and Nobody will know my password. That p's me off that people would want to mess with stuff so much.
 
There was another article seen that could be used on the current system(s) where you separate your account from the administrative into a user group type account where no one but you had IE access. The new account would still have the options like an administrator will being password protected. But you could also remove IE and clear your offline content to reinstall IE with the wizard but leave the "remember password" option unchecked. This would require that you log on manually wherever planning to go online.
