Setting web resitrctions in Active Directory?

I have about 150 users on a domain that I need to setup some web restrictions for. I need to make about 130 of them have zero web access aside about 10 specific sites and the other 20 have un-restricted access. I know you can do this to local users on a computer via internet explorer itself, but there are many ways around that and you would have to do it to each user and each users computer.

Would customizing a web filter be the best way to do this? I'd like to create a group or something that has pre-set restrictions limiting what they can do on the internet and what they can't do but I really don't have a good idea on how to go about doing this.

You can look into a proxy server. It's very easy to set up. Check out WinProxy- they've got free trial downloads. You can also set up add-ons such as Anti-virus and Smart Filters. Smart Filter can block out just about anything you want, they've got updates for the latest types of categories for blocking, such as: gaming, crime, sex, chat, jokes, shopping, jobs, mature, etc.
