Settings to open tabs?

Hi
I'm running XP but for some reason these tabs won't open at bottom of download.com...never have..only with firefox does it work....with IE7 no dice.

the three tabs at bottom..new releases..most popular etc,,,?

Same with me on IE.. looks like it is a Micro$hit problem...
