Sharing Network Problem

Im sharing my network with my Friend . And im facing problem of been DC( cant log in MSN or even IE ) but on the right bottom there's a icon showing tat im connected . But when i open the locate network status there is a small lock in between the send recieved picture . So is it possible that my house mate used a software to ( block me for using the internet ) . Im wondering why is this happening . Is there anything i can allow a fair share of bandwidth ? .

That "lock" sign suggests that your firewall is open and it could be strict, so strict so that you can't access Chat programs (like MSN) or some sites. To disable it, go to Control Panel--> Network Connections--> Local Area Connection --> Properties--> "Advanced" tab--> Settings--> "General" tab--> and select "Off" option.

Try that and see if it works. If does, then you select "On" option again but this time, go to "Exceptions" tab and add your programs which should be allowed.
