Shell32.dll startup problem in Vista. Please Help

Hello,
Im trying to fix my girlfriends computer.
Its a Dell Inspiron 1525 Notebook with Windows Vista Home Edition.
When you start it up it logs into Windows and a message pops up.
It reads "This application has failed to start because SHELL32.dll was not found.
Re-installing the application may fix this problem"
After this message appears the computer will not go into Windows.
I called dell and apparently our hardware warranty is still good but the software warranty runs out six months after purchase and I have to pay to use Tech support. Will NEVER purchase another Dell.
Please any help would be much appreciated, I dont want to break down and take it to a computer technician.

You have a few options....

You could do a system restore (through the boot menu. Hit F8 when starting up into windows...its at the same menu as safemode)

Do a system REPAIR with the windows CD

Backup data and reformat PC

You could also maybe boot to safe mode and replace the DLL (google the dll name) but I'n not sure of the success of this method.
