Shortcuts not working

Here's a new one. My shortcuts won't work at all. I have to go to RUN and type in what I want to run (ex. Chrome.exe) and then open it that way.

I should have said this in my OP but the issue is with my taskbar quick launch.

Ok then, unpin them and repin them and see what happens. Do shortcuts on your desktop work correctly?

Desktop shortcuts work correctly. I unpinned my taskbar icons and repinned them and they still don't work

If you right click on it and click on the programs name does it start? Can't find anything like it in an online search. Not sure if rebuilding icon cache would help or not.
