Should I replace my ethernet adapter?

I have a weird problem and I suspect it might be my ethernet adapter. I have 3.0 mbps DSL and sometimes my downloads are high (about 300-350 kbps) but alot of times it is down in the below hundreds and even goes into the single digits. It bounces around all over the place and big downloads are a pain. Is my built in ethernet (in my mobo) malfunctioning?
 
maybe you have ISP problems?

tried contacting them first before you spend any money on a ethernet adaptor :)

No, it isn't. For example, this morning I was downloading at 350 kbps and then (much to my unhappiness) my download stopped and then started over at 0%. After that, it has been crappy speeds. The exact same download. I've tried all day from several different sites and it has been the same speed hopping around all over. I've tried rebooting the modem, comp etc. Oh, and I've contacted my ISP and they said my connection was very good.
