Should the video card work?

I have almost finished a new system and I have just put the Video Card in. I have no monitor for it yet thus the drivers aren't installed. However when I connected the appropriate power cables and turned the system on (I have a display panel on the front, needed to check if I had wired it up correctly), the fan was not working on the video card, and I therefore conclude that the video card isn't working. Will it only begin to work when I have a monitor and the drivers installed? Or should it be working now?

What video card? And are all the cables hooked up to it that should be from the power supply?

I don't think your computer will even start up at all without RAM will it?

If you don't have any RAM installed in the PC it won't even start.
